摘要:
对装配式建筑参与主体的补偿已经成为各级地方政府推动装配式建筑发展的重要措施,识别影响装配式建筑各参与主体的因素,并制定相适应的补偿机制,能够保证补偿政策的有效实施。文章选取装配式建筑涉及的开发商、混凝土预制构件供应商、消费者3大主体作为研究对象,分析并确定影响其补偿机制有效性的因素,并提出了相应的对策建议。结果表明:影响3大主体补偿的因素可以概括为成本、技术、政策、市场4个方面;对于开发商而言成本是最急需补偿的,对混凝土预制构件供应商则以技术补偿为主,而购房价格的补偿是影响消费者意愿的关键因素;各利益主体之间的补偿因素特征可归为短期资金压力这一大类,为解决这一不利因素,需要政府及各利益主体共同努力。
Abstract:
Compensation for the participants of prefabricated building has become an important measure for local governments at all levels to promote the development of prefabricated building. It can ensure the effective implementation of compensation policy to identify factors affecting the participants of prefabricated buildings and to formulate an appropriate compensation mechanism. Therefore, three main stakeholders involved in prefabricated buildings, namely developers, suppliers of precast concrete components, and consumers were selected as the research objects. The factors that affect the effectiveness of compensation policies launched by local governments were identified and analyzed. It shows that all the factors can be summarized into four aspects: cost, technology, policy, and market. For developers, cost is the most urgent need for compensation, and for suppliers of precast concrete components, technical compensation should be the main compensation. Moreover, providing compensation of house purchase price is the most effective method for enhancing the willingness of consumers to buy prefabricated residential buildings. The reasons for the findings can all be attributed to the short-term financial pressure. Therefore, some meaningful suggestions were provided for guiding the governments and stakeholders to solve this problem through joint efforts.
