摘要:
绿色建筑是节能减排的重要途径,推广绿色建筑,必须做到技术上可行,经济上合理。文章以经济学外部性分析与系统动力学为工具,分析了开发商因绿色建筑的正外部性而失去开发积极性,产生了“市场失灵”现象,并应用博弈论模型,结合国内外学者的相关调研数据对激励机制进行分析与评价,指出了当前不合理的政府经济激励机制成为了绿色建筑推广的瓶颈。并针对绿色建筑推广难的问题,提出了进一步构建激励的长效机制,提高消费者对绿色建筑的认知度,以及绿色建筑技术研发形成产业化、规模化等建议。
Abstract:
Developing green building is the important way that conserving energy and reducing emissions. Promotion of green building must be technologically feasible and economically reasonable. By using economic external analysis and system dynamics, this paper analyzes why developers lost initiative for developing green buildings, then points out that the unreasonable incentive mechanism becomes the bottleneck of the green building promotion by using game theory in combination with the green building research data. Some suggestions are proposed on the difficulty in green building’s promotion, such as building the incentive mechanism, improving the recognition of consumers, forming the green building technology research and development with industrialization and scale.
